PhilDev Visiting Professors
The program brings global professors to the Philippines to share international teaching experiences and entrepreneurship expertise to local professors, conduct workshops, consultations, and technical expert advice on the development and improvement of Technology Business Incubators (TBIs) established in universities across the country.
Participating professors have come from various universities, including Texas A&M, Cornell, University of Houston, University of Florida, and Penn State University.
Our 2019 Professors

Mieke Siegner
Meike Siegner is a board member of the Community Alternatives Co-op, a Vancouver-based initiative for sustainable urban living. As a member of the board, she spearheads the Organizational History and Digital Storytelling project for enhanced social impact. She was previously a teaching assistant at The University of British Columbia where she taught Sustainable Forestry and a former researcher for the Vienna University of Economics and Business (WU) Competence Centre for Nonprofits & Social Entrepreneurship. She is currently completing her doctorate degree in Sustainable Business Management at The University of British Columbia. Meike will be deployed to the University of San Carlos (USC) in Cebu City

Neo Kok-Beng
Neo Kok-Beng is an award-winning engineer, educator, and entrepreneur. Neo has built a portfolio of highly-scalable and global companies with deep-science in the areas of Biomedical, Financial and Aerospace technologies – through its unique acceleration program that is "Global-Business & World-Class" in approach. He was awarded Singapore's President Design Award, the US Government Innovation Initiative Award, NUS Innovation and Enterprise Award, and an Honorary Fellow award of the ASEAN Federation of Engineering Organizations in 2018 for his contributions to engineering in society. His latest venture is the development of Personal Aerial Vehicle (or “flying car”) for Urban Aerial Mobility communities.
Professor Neo graduated with an MBA at the Nanyang Technological University on Hewlett-Packard Scholarship, and PostGrad Diploma (ICIS) on Singapore Computer Systems Scholarship, and an engineering degree (Hons) from the National University of Singapore.
Neo will be deployed to the University of the Philippines Diliman (UPD) in Quezon City.
Returning Professors
We welcome back the professors who have been part of previous deployments in the previous years and has been actively involved in helping shape the entrepreneurship landscape in the Philippines through the program.

Eugene Noh
Eugene Noh is the Progam Director of the Bay Area National Science Foundation Innovation-Corps (NSF I-Corps) which provides Lean LaunchPad training for academic researchers and startups with universities such as UC Berkeley, UC San Francisco, Stanford University. Previously, Noh served at the CITRIS Foundry of the CITRIS-Banatao Institute at UC Berkeley as the Partnerships Lead. He was also the Venture Lab Manager at the Sutardja Center for Entrepreneurship & Technology (SCET) in UC Berkeley and led an early-stage startup incubator in the College of Engineering where he mentored over 50 teams.
Eugene will be deployed to the University of Science and Technology of Southern Philippines (USTP) in Cagayan de Oro City.

Dr. Esther Obonyo
Dr. Esther Obonyo is an Associate Professor of Engineering Design and Architectural Engineering of Pennsylvania State University. Dr. Obonyo is also the Strategic Initiatives Director for East Africa of the Penn State Global Programs which facilitates Penn State’s leadership in global engagement through brokering regional partnerships for institution-to-institution collaboration. Dr. Obonyo was also a 2015-2016 Jefferson Science Fellow placed in the USAID Global Development Lab in Washington D.C.
Dr. Obonyo graduated with a degree in Building Economics from the University of Nairobi in 1998. She received her Master of Arts in Architectural Technology from the University of Nottingham, UK in 2000. Finally, she received her doctorate degree in Civil & Building Engineering from the University of Loughborough University, UK in 2004.
Dr. Obonyo was part of the Visiting Professors Program cohorts from 2013-2015. This year, she will deployed to Batangas State University in Batangas City and Saint Louis University (SLU) in Baguio City.
Program Qualifications

You Have a Doctorate Degree
A doctorate degree from a reputable university is preferred

You Have a Startup Background
Has an experience with a startup enterprise with a clear social impact either as a team member or mentor

You Are Currently Teaching Entrepreneurhship
Professor who is teaching entrepreneurship – preferably social entrepreneurship or technopreneurship

You Have Experience In Managing Incubators

Benefits
As a visiting expert, you will provide guidance to your host university in their identified needs in the areas of: (i) entrepreneurship teaching, (ii) startup enterprise mentorship, and (iii) incubator operations. This will be done through workshops, consultation meetings, or mentorship sessions.

Batangas State University

University Of San Carlos
The University of San Carlos (USC) is one of the most respected higher education institutions in the Philippines, offering 45 undergraduate and 62 graduate programs. USC is also recognized as a research hub in the southern Philippines. USC is a Catholic educational institution located in Cebu.

University of Science and Technology of Southern Philippines
The University of Science and Technology of Southern Philippines (USTP) is a nationally-recognized S&T University providing the vital link between education and the economy. Their campus is located in Cagayan de Oro (CDO).

St Louis University
Saint Louis University (SLU) is an excellent missionary and transformative educational institution that is zealous in developing human resources to be creative, competent, socially involved, and imbued with the Christian Spirit. Their campus is located in Baguio.

Ateneo De Davao University
Established in 1948, the Ateneo de Davao University (AdDU) is a private university run by the Society of Jesus in Davao City, and is the seventh Ateneo opened by the Jesuits in the Philippines. The University is engaged in excellent instruction and formation, robust research, and vibrant community service.

Caraga State University
Caraga State University (CSU) is the premier state university in Butuan City and Caraga Region. CSU endeavors to produce globally competitive and socially responsible human capital towards the sustainable and inclusive development of the Caraga Region and beyond.

Ateneo De Naga University
As a university, the Ateneo de Naga University (AdNU) seeks the integral formation of men and women who will contribute to the total development of the family and human society. AdNU is located in Naga City.

Central Philippine University
The Central Philippine University (CPU) is a private university located in Iloilo City. CPU’s mission is to carry out a program of spiritual, intellectual, moral, scientific, technological, cultural training, & allied studies under influences which strengthens Christian faith, builds character and promotes scholarship, research & community service.

Central Luzon State University
The Central Luzon State University (CLSU), is one of the renowned state-institutions of higher learning in the Philippines. The university’s mission is to give professional and technical training in agriculture and mechanic arts besides providing advanced instruction and promoting research in literature, philosophy, the sciences, technology and art.
Their campus is located in Muñoz City, Nueva Ecija.

Eastern Visayas State University
The Eastern Visayas State University (EVSU) is the oldest higher educational institution in Region VIII, Philippines. EVSU plays a major role in providing the human resources for industrial agri-business enterprises as well as for the small, medium, and large-scale industries, which are the components for regional development. The campuses of EVSU are located in Tacloban City.

De La Salle University
De La Salle University (DLSU) positions itself as a leader in molding human resources who serve the church and the nation. Nestled in the heart of Manila City with the other campuses, DLSU is a Catholic coeducational institution founded in 1911 by the Brothers of the Christian Schools. The University is a hub for higher education training is renowned for its academic excellence, prolific and relevant research, and involved community service.

Technological Institue Of The Philippines
The Technological Institute of the Philippines (TIP) is a private school located in Metro Manila, Philippines. TIP is committed to empowering the Filipino youth through technological education of the highest standard, employing outcomes-based education and state-of-the-art laboratories.
TIP has two campuses, one in Quezon City and one in Manila City.

Mariano Marcos State University
The Mariano Marcos State University (MMSU) is a state-funded institute of higher learning that serves the Ilocos Region of the Philippines. MMSU’s mandate is to provide advanced instruction in the arts, agricultural and natural sciences, and technological and professional fields.
Their campus is located in Batac City, Ilocos Norte.

University of the Philippines Los Banos
The University of the Philippines Los Baños (UPLB) in Laguna is the country’s recognized leader in agriculture, forestry, and environmental management. Because of its location at the foot of Mt. Makiling and its fields of expertise, it is host to several international research institutions. As a pioneer in forest conservation, UP Los Baños has stewardship over the 4,244-hectare Mt. Makiling Forest Reserve.

Innovation for Social Impact Partnership (ISIP) is a three-year project that aims to support promising innovative Social Enterprises (SEs) in the Philippines to collectively contribute to the achievement, acceleration, and sustainability of the SDGs. It is a project co-implemented by PhilDev Foundation (PhilDev) and the United Nations Development Programme (UNDP), supported by the Australian Embassy in the Philippines. The project’s ultimate goal is to empower social enterprises to grow and become globally competitive—contributing to broader and inclusive economic growth in the Philippines. SEs will be provided technical support and improved capacity to access capital and attract impact investors.
ISIP is anchored on three key strategies: Entrepreneurship, Education, and Policy Agenda.
The Visiting Professor activity is an avenue for international professors to share their expertise on entrepreneurship to Philippine professors, students, and university-incubated enterprises in Higher Education Institutions (HEIs).
The deployment in the Philippines will last for one (1) week.
Applying professors must specify in their application their target universities explaining how their knowledge and expertise address the needs of their host university. The visiting professors will be deployed in the university which needs their expertise addresses the most.
The ten participanting Philippines universities for the Visiting Professor activity are Ateneo de Davao University (Davao City), Ateneo de Naga University (Naga City, Camarines Sur), Caraga State University (Butuan City, Caraga), Central Luzon State University (Muñoz City, Nueva Ecija), Central Philippine University (Iloilo City), De La Salle University (Metro Manila), Eastern Visayas State University (Tacloban), Mariano Marcos State University (Batac City, Ilocos Norte), Technological Institute of the Philippines (Metro Manila), and the University of the Philippines Los Baños (Laguna).
The ISIP Project will shoulder the travel expenses and accommodation of the accepted visiting professors.
